Inherited a ring that is two sizes too small. Is that fixable?

Fair price is 1-2 percent of the ring value per year. A 5,000 dollar ring costs 50-100 dollars per year. Shop Jewelers Mutual, BriteCo, or Lavalier. Add a rider to your home insurance if it is cheaper.

A diamond certificate (GIA/IGI) grades the stone itself. An appraisal values the whole piece for insurance. They serve different purposes. You need both: the cert when buying, the appraisal when insuring.
